The Atlantic Sea Scallop Fishery in the U.S. and Canada: A Natural Experiment in Fisheries Management Regimes

چکیده
The Atlantic sea scallop fisheries in the U.S. and Canadian o≠shore waters provide a natural experiment in fisheries management regimes. Starting in 1986, in side by side areas of George’s Bank, Canada adopted a rights-based approach while the U.S. continued with effort controls. Analysis of their experiences shows that the resource has been better maintained in Canada with lower fishing e≠ort, that the Canadian fishing industry has become more prosperous and innovative relative to that in the U.S., and that the Canadian co-management regime is more cooperative. These results suggest that systematic evaluation of actual experience with rights-based fishery management regimes is needed as the basis for policymaking.

Improving Utilization of the Atlantic Sea Scallop Resource: an Analysis of Rotational Management of Fishing Grounds
An age-structured bioeconomic model was constructed to determine optimal patterns of exploitation for the U.S. Atlantic sea scallop fishery. Results indicated that economic rents are maximized by engaging in pulse fishing strategies, whereby fishing only occurs following a multi-year closure period. Closures allow biomass to accumulate undisturbed for several years in a row, leading to the harv...
متن کاملAn Integrated Assessment Model for Helping the United States Sea Scallop (Placopecten magellanicus) Fishery Plan Ahead for Ocean Acidification and Warming
Ocean acidification, the progressive change in ocean chemistry caused by uptake of atmospheric CO2, is likely to affect some marine resources negatively, including shellfish. The Atlantic sea scallop (Placopecten magellanicus) supports one of the most economically important single-species commercial fisheries in the United States. Careful management appears to be the most powerful short-term fa...
متن کاملVessel Efficiency in the Northwest Atlantic Sea Scallop Fishery
In June, 1999, a portion of the Georges Bank fishing grounds (Closed Area II) that had been closed to protect depleted groundfish stocks was opened to US commercial sea scallopers to harvest sea scallop beds that had grown substantially. Vessels that participated in the exemption fishery were each allowed a maximum of three trips in Closed Area II. A trip was limited to 10,000 pounds of scallop...
متن کاملNucleotide sequence of the 18S ribosomal RNA gene from the Atlantic sea scallop Placopecten magellanicus (Gmelin, 1791).
The Atlantic sea scallop, Placopecten magellanicus, is a bivalve mollusc that occurs along the Atlantic seaboard of North America. It is commercially exploited and in many areas has sustained an important fishery for more than 60 years (1). Recently it has been targeted as a potential species for aquaculture (2). The 18S rRNA sequence presented below represents the first complete molluscan sequ...
متن کاملAPPENDIX II Using Sea Turtle Carcasses to Assess the Conservation Potential of a Turtle
—Fisheries observers have documented interactions between sea turtles in the family Cheloniidae and the Atlantic sea scallop Placopecten magellanicus fishery. Sea turtle injuries resulting from interactions with scallop dredges are being mitigated through shifts in fishing effort and modifications to fishing gear. The standard New Bedford dredge can trap objects and crush them as they pass betw...
